Our Programs

Neighborhood Stabilization Program (NSP)

Through the Neighborhood Stabilization Program, CARE acquires and rehabilitates foreclosed and distressed properties, transforming them into safe, modern, and affordable homes. This program helps revitalize communities, reduce blight, and provide stable housing for low- and moderate-income families.

First Look Program (AB 1079) – CARE Homebuyer Program

The CARE Homebuyer Program, supported by AB 1079, gives first-time homebuyers the opportunity to purchase homes before they hit the open market. This program prioritizes owner-occupants over investors, ensuring that homes become long-term residences rather than short-term investments. The program empowers families to transition from renting to homeownership, creating generational stability and building equity.

Down Payment & Financing Assistance

CARE partners with leading financial institutions to offer down payment and affordable financing options. Through strategic partnerships, CARE reduces the financial barriers to homeownership, providing flexible loan terms and lower interest rates for qualified buyers. This initiative helps families overcome one of the biggest obstacles to homeownership — the initial down payment.

Prequalification and Homebuyer Education

CARE partners with a network of trusted lenders to help prospective buyers secure mortgage prequalification. Before applying, buyers are guided through CARE’s Homebuyer Education Program, which provides essential knowledge about credit, budgeting, mortgage options, and the home-buying process. This ensures that buyers are well-prepared to navigate homeownership and make informed
financial decisions.
